This 14-hour course is presented in two parts: Basic Instructor Training and NRA Chief Range Safety Officer training.

NRA 14-Hour Chief Range Safety Officer / RSO Instructor Course Outline

1) Prerequisite Review & Introduction

  • Orientation to the course goals, expectations, and schedule

  • Pre-course questionnaire or assessment (if required)

  • Review prerequisite requirements (must already be a certified NRA RSO)


2) Basic Instructor Training (BIT) Component

This portion is focused on teaching skills — how to instruct, organize, and present material:

  • Instructor fundamentals and adult learning principles

  • Public speaking & presentation techniques

  • Classroom management basics

  • Use of training materials and aids

  • Organizing and planning effective instruction
    (BIT is mandatory for instructor-level courses and typically integrated into the CRSO schedule)


3) Expanded RSO Roles and Responsibilities

Deep dive into the duties of a Range Safety Officer and Chief RSO:

  • Supervisory responsibilities beyond basic RSO duties

  • Ethical and professional conduct on the range

  • Communication and leadership skills
    (built on the basic RSO curriculum)


4) Range Standard Operating Procedures (SOPs)

  • How to create, critique, and implement range SOPs

  • Best practices for written safety documentation

  • Customizing SOPs for different facilities or disciplines
    (emphasis on developing SOPs rather than just understanding them)


5) Range Inspection & Risk Management

  • Conducting detailed, effective range inspections

  • Identifying hazards and corrective actions

  • Risk mitigation strategies tailored to various environments
    (expands on basic inspection fundamentals)


6) Emergency Procedures & Incident Response

  • Developing emergency action plans

  • First response priorities (medical, fire, evacuation)

  • Coordination with local emergency services
    (focus on planning and implementation)


7) Range Safety Briefings & Communications

  • Planning and delivering effective safety briefings

  • Communication strategies for diverse shooters and events

  • Managing challenging situations during briefings
    (a deeper instructional focus than basic RSO))


8) Firearm Stoppages & Malfunctions

  • Recognizing and supervising handling of stoppages

  • Teaching clearances to others

  • Safe supervision practices during range events
    (the instructor-level emphasis is on teaching/messaging these skills)


9) Practical Exercises & Teaching Demonstrations

  • Hands-on training practice with peers

  • Leading mock safety briefings or SOP presentations

  • Supervised application of lesson plans
    (practical, participatory exercises make up a significant portion)


10) Evaluation & Open-Book Exam

  • Students demonstrate organizational and teaching abilities

  • Written/open-book test covering all major blocks

  • Feedback on performance and areas for improvement
    (successful completion upgrades RSO to Chief RSO status)
